Many devices allow it, but an external charger is generally better. It charges faster, treats each cell independently, and avoids leaving a device drawing power unattended. It is also the only option for mods with no onboard charging.

Better not to. Modern chargers include overcharge protection and cut off when a cell is full, but the safest habit is to charge while you are around and unplug once finished. Never charge a cell with damaged wrap.
